steering is loose and I have replaced the ball joints and steering links.

Hi,

If the steering is loose (excessive play in the steering wheel), check tie rods first. Also, a worn pitman arm can cause it. If all steering components are tight, then it is likely the steering gear itself.

If you look at the pic below, I highlighted the pitman arm (attached directly to the steering gear), the drag link, and the tie rods. Safely lift one front wheel at a time and see if there is excessive play in the wheel.
