2002 Ford Windstar power steering

Our Windstar has developed a constant whining noise that appears to be related to the power steering. The noise is evident while idling but very pronounced when making a turn.

Inspect your power steering fluid level, is it at the appropriate FULL / MAX mark?

I did check the level and it is OK. However, it does appear to be very black and possibly dirty.
