1996 Ford Windstar Causes for engine cooling fan that won't

Hi. My dad is a mechanic, He has a 1996 Ford Windstar 3.8 Litre and the engine cooling fan won't shut off. He has tried changing the temperature sensor and also the cooling fan relay. He wants to know of any possible causes to this problem.

The CCRM (constant control realy module) is what was replaced? IF not that would be where I would go first. If it is the one that was replaced I would next check for an alternative power source getting to the system. I have seen wires for front O@ sensors get mixed into that circuit and give it power when it shouldn't have it. The PCM may ultimatley be the problem.

Usually the CCRM is the faulty link on these however.
