1995 Ford Thunderbird instrument cluster

There is no response on the speedometer or the tachometer, and milage isnt moving either. Also the (low fuel) light on the lower-right of the dash is lit even tho I have almost a full tank. This was an intermittent problem here & there. But now seems permanent. if all of these failed at same time than most likely the cluster assembly needs replaced but first inspect fuses. also pull cluster out and ensure wiring connections are secure. if all is good than replace cluster.
