changed both battery and altanator but gauge is reading low voltage still

ARE YOU TESTING AT THE POSITIVE AND NEGATIVE BATTERY TERMINALS WITH A HANDHELD VOLTMETER---SET ON "DC" AND APPROX 20 VOLT SCALE?

ARE YOU TESTING BOTH----NOT RUNNING AND RUNNING AT THE BATTERY POSTS?
