It could be a couple of things, unfortunately neither one is an easy fix.
First thing I would check is the float inside the fuel tank. This has a metal contact that adjusts the output voltage as it slides.
You will need to drop the tank, and remove the fuel pump to check this. You will also need a voltage meter to check if it is sending correctly. I believe it is 1v (empty) to 5v (full), but I may be wrong, that is going off my memory. If this turns out to be bad you will have to buy a new fuel pump assembly.
Second thing it could be is the anti-slosh module that plugs into the side of the instrument cluster (this is what it was for me). You cannot buy this part from Ford, it is obsolete. I bought a used instrument cluster off of eBay and robbed it, but my replacement is failing as well.
I have learned to live with it because I do not have another option right now. I am pretty sure a capacitor is all that is wrong with the anti-slosh board. One of these days I will replace it and let you know if that fixes it.
