I have a 1992 Ford Tempo with the same exact problem. In my case its in the ignition switch. Try this. Start your car then flip the turn signal switch to the on position (left or right it doesn't matter) and turn the heater or AC fan on. I know nothing is going to happen, but now with the car running turn the ignition swith ever so slightly forward. You may have to giggle it a little bit, but see if the fan and signal light come on. I figured it out by accident. The mechanic told me that happens a lot with fords and that he could do something with the ignition to fix it, but the car is so old and if giggling the switch forward a little bit after I start it makes it work I figure why spend money on something that isn't quite broke yet.
