Engine running cold

I have a 2000 ford taurus with a flex fuel 3 liter V6 engine. The car has a 128,850 miles on it. The water pump, the heater hose assembly, the thermostat along with the fan temperature sensor all have been replaced in the last 2 weeks. The engine runs cold, very little if any heat, the temperature gauge stays in the cold range and the hoses are not hot. The radiator fans run almost constantly. What should I look for in the way of a repair?

If the fans are running constantly then either the fan controller is bad or the coolant temp sensor is bad. TUsually the only time the fans run and the gauge is cold is when there is an airpocket in the engine
