I replaced the battery, the car still wont start. I can I determine if its the starter or alternator?

If it still wouldn't start after replacing the battery, that eliminates the alternator. The starter is a possibility but so are a number of other things like the ignition switch, neutral switch, relays, etc. The circuit really needs to be tested.
