1999 Ford Taurus Won't Start after being shut off

Mothers car. Just replaced the Engine Coolant Sensor, assumed that was the issue. GUESS NOT. Know the SPEED SENOR needs changed, all that aside. She drives car for or has been for about 1/2 hour. Shuts car off, won't start for 1/2 an hour or so. TODAY, she drove car, shut off, waited 1 hour still nothing. Jumper cables hooked up wouldn't turn over.I am assuming bad power cable to starter? Or Starter? WHICH PLEASE>

Remove battery cables and check battery terminals
check ground wire at rear of starter stud
check for power at starter small wire when ignition in start position if have power and good ground suspect and replace starter

I ended up replacing the starter. Now, WHERE IS THE VSS.I need to replace this, cannot find it anywhere.I looked everywhere around the pan, the drivers side where the connections are. NADA. PEACE

VSS is located at the right end of the Tranny
if you to look at the right (passenger side) axle and where it goes into the Tranny
at top about few inches in you should locate the sensor
spray it and twist before you pull

Best method for getting to this, under the car, remove wheel, or from the top?

Since you don't have a lift I would try from the top
removing the tire may get you more light to see, that's about it
