1999 Ford Taurus Does fuel pump problem decrease fuel econo

1999 Ford Taurus. I have extremly low fuel economy (12 miles local, 18miles on highway). A car dealer told me it is due to the fuel pump. He said a good fuel pump stops drawing gas from tank at the fuel pressure "48", while the one of my car stops at "80". I never heard fuel pump would affect the fuel economy, is this explanation reasonable?

No, it is not the problem of the fuel pump.
The fuel pressure regulator is the one controlling the fuel rail pressure.
It could be faulty. Other causes are clogged or kinked return hose.

Did you test the fuel rail pressure?
High pressure should have rich mixture problem and normally the O2 sensor would register a fault.
Is the Check engine light showing?
