1999 Ford Taurus Brakes & uphill driving noise

My Ford taurus is about 35,500 miles and the brakes have been squeaking after it's started and when I pull out of the driveway. It usually becomes louder after it rains or when it's hot and humid. It doesn't make noise when I am driving and stopping. Would a brake inspection help or getting new brakes fix this problem? Can you see if someone needs new brakes just by doing an oil change? Should I be weary for those Ford dealerships that offer a free brake inspection? How much do Ford brakes cost approximately?

Also, have a question about noise I always hear when driving uphill. The noise seems to sound like a jingiling of bells, sometimes it's faint, sometimes you can hear it. At first I thought it was just bad gas, but I had this problem since I got the car. Was wondering if all this is normal?
I take my car in for oil changes and do maintain the car. Any help would be greatly appreciated. Thank You

Noisy only when you first apply them, like in the morning? Sometimes rust will cause the squeal, doesn't take long to develop, like overnight. To check the brakes, do you have 4 wheel disc, you have to pul;l the wheels. The "jingling" noise is probably pinging, does it get louder if you accelerate up a hill? What engine do you have, 12v or 24v? 12v is Vulcan, 24v is the hotrod Duratec, a super motor.
