1992 Ford Taurus Fuel Pump Circuit

The fuel pump quit working and when I took it out and tested the circuitry (voltage and continuity) everything looked fine so I replaced the pump. Now when I have the pump connected I can not get any voltage from the IRCM to the pump. Once I disconnect the pump I can get about 10 volts from the IRCM to the pump connector. The pump works fine when jumpered straight to the battery. Also, the auto shutoff switch tests out fine. The diagnostic code I get is 543 which is "secondary circuit failure (battery to ECA)". However, that is only when I have the battery connected.

U should have battery volts and good ground
10 volts is low and u should be looking for corroded wire high resistence
what do u have for volts at the auto shut off switch
if battery volts check the wire from that to the pump
also check for power at the relay
