Check your fuel pump relay and the fuel pump shut off, it is located on the firewall under the driverside dash.

Do you have 12v at the fuel shut off switch? Is 12v leaving it?

There was no power leaving the fuel shut off switch. Where is the fuel relay located? Is it located in the distributer box under the hood on the driver side? If so, I have checked that already and all the relays are working.

The fuel pump relay on a 1995 Ford Explorer is in the power distribution

box, in the engine compartment, driver's side near the firewall.

You have voltage going to and coming out of the relay then? But none going to the fuel pump shut off, if that is the case you need to check your wires from the relay to the shut off switch.
