It sounds like the issue is with the idle air control valve.
The idle air control valve is designed to provide air to the engine while it is at idle.
Over time the idle air control valve can get dirty and accumulate dirt and debris inside. This will restrict air flow. As a result, the engine idle will suffer.
Sometimes cleaning out the valve can improve the idle quality.
