1999 Ford Mustang Cooling fan

OK, I'm screaming if you can hear me. My son has a 1999 Ford Mustang (3.8L engine) and the cooling(radiator) fan WILL NOT WORK! My hubby has replaced the PCM, CCRM, heater core, sensors, thermostats...blah, blah,blah! This CAR needs to past the emissions test ASAP! also, the fan works if we straight wire it, but it has to be corrected. Any help appreciated!

I saw what was replaced, were the fuses checked?

Are there any trouble codes? With the engine warmed-up and running, did you check for voltage and ground at the fan connector?

The yellow wire with a black tracer at the ccrm, should be hot all the time, is it?

The coolent temp sensor could cause the fan not to come on, I can't say if the sensor is faulty, you need to test.
