I have a 96 mustang and I am taking the water pump off but the power sterring pump pully is in the way how do I remove it

You can choose to remove the pulley or you can choose to loosen the power sttering pump and move it out of the way so you can get the water pump off.
I suggest loosing the pump and moving it out of the way over removing the pulley.
