Where can I get step by stpe instructions to replace a waterpump with broken bolts for a 1965 ford mustang?

There is no such animal that will even talk about broken bolts.
This may come down to drilling and tapping or having a machine shop remove and tap them.
You can try using a torch to heat them and then turning them out with a vise grip as one option.
