It sounds like you may have a thermostat stuck open. It's usually more of a problem in the winter time because as a result you don't have hot air out of the vent. However, you may notice an increase in gas mileage and your car will not perform as well as it should. It may even turn on the MIL.
A new thermostat is about $5, a gasket is around $1-2, and coolant around $15-20 at any auto part store. Replacement is a pretty simple procedure; not a bad DIY project if you have the tools. If you take it to a shop, it'll be a bit more expensive; maybe around $100-150 (labor and parts) + tax.
