I want to tell you that I am 1000 percent positive that you ahve a issue with the clockspring. I suggest you have a dealerdo that. As it involves takeing apart the steering wheel and messing with the airbag circuit.
But thats whats wrong is the clockspring. If you decide to change it then pocket the ignition key because if someone turns the wheel or you bump it you coudl snap some wires.
Also use a steering wheel puller dont hammer on the shaft or you could collapse the steering column.
