When I apply the brakes moderatly to hard the rear brakes shudder or skip violently. Someone told me it was normal a precaution so as to stop them from locking up. Its a dually and it feels like the whole truck is breaking up when it happens

Not a normal condition! Remove drums and inspect. Any axle oil leaking?

After your look into the brake shoes, you might check the rear wheel speed sensor located on the rear axle. True, this anti-lock is a safety precaution, but it just started, right? Something has changed. Brake fluid leaking on the brake shoes can cause expansion of the lining which can cause lock up. Check behind the rubber caps on the wheel cylinders. Fluid often seeps but does not make it to the exterior wheel. Also, if any brake work has been done recently, remember to bleed the ABS modulator valve under the drivers side on the main frame rail. Do this first then the right rear. Left rear. Right front then left front.
