2004 Ford F150 obd readiness?

I am trying to have my truck inspected, but my catalyst and 02 components have not moved to ready and are still incomplete. I have driven through the proper drive cycle laid out by ford more than once and still nothing. I have given at least three cold soaks as well. I am not pulling any codes, is it a question of just time or could their be a malfunction with the cat or and o2 sensor that is not allowing the obd to finish. Wouldn't that pull code though?

The cat and O2 sensor have nothing to do with the reset. I would swap out the thermostat because it sounds like it is stuck open not allowing the engine to get up to temperature. That should fix it.

I am having same issue and installed a new thermostat, it was broken. monitors reset.
