2003 Ford F-150 Intermittent electrical problem - becoming m

I have a 2003 Ford F-150 with V8. It has an electrical problem that started very intermittently and now has become constant. Here is the progression over the last several months: 1. Intermittently the windshield wipers would not work. Restart vehicle and they would work. 2. Intermittently Vehicle would be dead in morning, but would jump start ok. 3. Found that when key was removed from ignition, the fan motor would stay running. 4. Electric passenger door lock on passenger side quit working, but when I had new battery installed began working again. 5. Now when you turn off vehicle and remove key, gauges turn off fro 3 - 4 seconds then turn back on. The mileage indicator is lit with. You can hear the ABL (? Brakes) box ticking underneath the hood. Now it will sometimes start right up with jump start and sometimes turn over for a very long time before motor will start. The theft indicator light is flashing on the dash while you are trying to start it. Any thoughts?

My wipers were intermittent and my radio would lose power. I noticed most of the time this occured after a heavy rain or I washed my truck. I took it in for repair and they said it would cost up to $400 to take the dash apart. They stated that all indications show that there is a leak and the water runs down the inside of the truck to the fuse panel. Many people have different problems is what they stated after doing some research on the internet. I'm just hoping for dry days when I drive.
