defrost only

Air Conditioning blow out the defroster and not the vents. Air comes through the vent but when the AC button is pushed it goes to the defroster .

Ok it sound like either the switch is sending the wrong signal to the wrong vacuum motor or the defrost/panel vacuum motor isn't working right. Here is a pic of that motor.
