1998 Ford F150 Hydraulic clutch resevoir

I just purchased a 99 F-150 and was checking fluid levels. The clutch res. has a long diapragm which is hollow inside. This hollow part was filled with fluid. Isn't the fluid supposed to go on outside of diapragm otherwise I don't see how any of the fluid could make it to the cylinder. Thanks, Sarge

Very possible some one add fluid in the wrong area just clean it out very good and wipe it clean and if fluid get in it again replace it.
