The problem could be anywhere is the starter circuit like ignition switch, neutral switch, relays, fuses, etc.
Check at the solenoid next to the battery that the small wire is on the "S" terminal. Try using a jumper wire to apply power to that terminal. If it cranks, that means the starter battery and solenoid are good and the problem is elsewhere in the circuit.
