When you say it does not start. You mean it does not crank. Right?
If you have replaced starter twice. We hope we can rule that out.
Look for loose connections mainly at:
Battery cables. Battery post to cable end. And cable end to wire that goes to it.
Postive cable screwed to starter solenoid.
Small connector which is switch wire on solenoid terminal.
Any on these can cause a no crank.
Have someone hold the key in start position ans wiggle test them all.
Also.A bad or loose connector at the idnition switch can cause this too but not nearly as common.
Also relays in fuse and relay center on driver side under hood can also cause but once again, not as common.
