Yes, motor is working and fluid is full. How do I make sure they connected hoses under plastic grill where wipers are?

Well if they weren't connected it would be peeing all over from the pump pumping the fluid. Get as close to the pump as possible (ideally at the pump) and disconnect the line and energize the pump. The pump should be squirting. If it isn't the pump is bad or fluid can not get into the pump on the inlet side. If not there is a restriction further up the line. For that compressed air can probably blow through the restriction.

It does leak fluid when turn on washer fluid. How do I access it? There is a plastic grill where wipers are and that is where it is leaking.
