1999 Ford Explorer surging engine?

1999 Ford Explorer Sport 4WD 85,000 miles. The engine surges (RPMS increase) when any air conditioner function is on. Sometimes the engine races enough that it will pull the car forward while stopped with foot pressure applied to the brake pedal. It can also create more speed then you want during normal driving. Very annoying. Any idea why this is happening?

Check the idle air control valve take it out and clean it. The computer is receiving the AC signal and compensating for the load but the IACV might not be reacting with the commands from the computer to reduce the RPM, also might want to clean out throttle body/plate, and inspect the accelerator linkage/cable.
