1998 Ford Explorer w/135,000 miles would not turn over. Replaced the fuel pump & fuel filter - still would not turn over. Replaced the fuel pump relay - started to turn over but will not start up. Checked all the fuses, none are out. Seems like a simple problem but cannot figure out. Any help would be greatly appreciated.

If it's getting gas, check for spark, pull a plug wire and put a used plug in it, ground it and dissable the fuel system, crank engine, any spark?

Reset the fuel pump shut off located near the passenger side kick panel. Or if you have a car theft alarm installed, it is malfunctioning. The alarm is linked to the PCM. If it is a manual transmission the clutch pedal starter switch is faulty. Bad PCM or ignition fuse.
