Hi:
When you use max AC, it is recirculating the air from in the car. This sounds like a problem with the blend door. Have you checked to make sure it is working?

The function select switch works, air goes out def. Floor vents, both etc. The valve on hot water line, that has a vacuum hose going to it, is in one position on max ac and on full in with all other functions. Is the blend door inside the dash? Is it possibly stuck? I guess my question is, does hot water flow regulate temp or air flow or a combonation of both? Thanks for your response!

The blend door regulates the temp. In one direction it allows AC to enter. If it goes the other way, then heat enters. It is located under the dash near the heater core. (Not a fun job).
