1996 Ford Explorer Power Windows

After I start the engine the 4w and 4w low indicator lamps flash 4 times and then go out. After that none of the power windows work to include the sunroof. After a few minutes these indicator lights flash 4 times and this continues several times and then all of a sudden the windows begin to function properly. The problem started intermittantly now it is doing this everytime I start the vehicle.
the vehicle is a:
1996 Ford Explorer XLT
171,000 miles
4.0 liter V-6

I tried the WD40 in the ignition switch and that did not help the situation. It seems I never have the luck of the Irish to get something fixed easy. I am ready for step 2 :roll:
