1996 Ford Explorer Not getting fuel

On Jan 24 2008 it was about 12F outside and I got in my Explorer and it started right up. I put it in reverse and backed up about 10 feet and it died. Since then I have not been able to start it again. Seems to not be getting any fuel. Today is about 40f and I replaced the in line fuel filter, relay seems to be clicking, with all the dash buzzers I can not tell for sure if the pump is running, but it did start and run for about 10 seconds for a total of three times. Now it will not start again. I checked to see if there was any fuel pressure on the fuel rail and there was none with the truck turned off. I have been hearing about a lot of problems with Ford trucks with fuel problems lately that no one seems to know how to fix. Any help is appreciated. NO Theift System.

Turn the key to on, you should be able to hear the pump run for 2-3 secs, if you cant, remove the gas cap and have someone turn the key, wait 10 seconds between tries. If pump runs, test pressure with key on. Then try turning the key on and of 4 or 5 times then start it, does it start? If so, the pump may be going. Also pull the vacuum hose off the fuel regulator, it's on the fuel rail, is there any gas in there? If so replace the regulator.

Bob & Ken, Thanks for the help. I did go ahead and replace the fuel pump. Once I figured out how to get the tank out. Anyway when putting it back together, I noticed a snag on the wiring harness sleeve going to the bigger of the two plugs. Inside the Gray/red stripe wire was completely broke into. It almost looked as if it was cut with only a small piece of the insulation holding it together. I reconnected it and finished installing the tank. So now I have an new pump and a connected wire which makes the Explorer run again. Again Thanks, and I just wanted to let everyone know about the Wire.
