1996 Ford Explorer hard starting when hot

In the morning the car starts pretty good, it cranks over 3 or 4 times before it starts. After driving it for a while go to start it all it does is crank over. After a while about 10 minutes it will start. The car runs great down the highway only when you shut it off it won't start all the time, then sometimes it will start, I changed the sensor over the balancer on the front of the engine but no difference. The engine light is not on. I have to try to fix this problem my self because I was laid off and have no job yet. Can you help me, thanks.

When this happens, I need you to try something. Under the hood, there is a power distribution box. Open it and find the EEC relay. Switch it with another one that has the same part number. Let me know what happens.
