1995 Ford Explorer car won't start

We try to turn it on it sounds like its going to start, but it doesn't we took the battery to get tested and it was low so left it so it can recharge put it back and stiil the car won't start. We noticed that there is a fuel pump shut off switch but we cannot locate it or the starter selenoid I am not sure what to check first

Will the engine crank? *Try to turn over but doesnt fire all the way* or does the vehicle do nothing at all.

Yes it will crank but not turn over

When we try to turn it on it sounds like it wants to but just won't turn over and start we have also checked all the fuses and they are good
