1993 Ford Explorer Starting

1993 Ford Explorer 6 cyl Four Wheel Drive Automatic 206k miles

When I go to start the car it clicks but doesn't engage. The lights work and all dash lights and guages operate. The source of the click is the voltage regulator mounted on the firewall. It doesn't continue to click just on solid click each time the switch is turned. A jump does not oovercome this problem. The battery is a few months old and appears to be fine. If I replace the regulator will that probably fix my problem or is the sound a reflection of a starter problem?

First check for corroded or loose connection on battery, relay and starter.

If those are all good have someone crank the engien while your tapping on the starter with a hammer. If it turns a little then chances are the starter is frozen if nothing then replace the relay and have the starter bench tested.
