1993 Ford Escort Overheating on idle and frequent stops?

Here is my problem:

The vehicle has low miles and has had a complete tune up. New timing belt, water pump, thermostat, radiator has been rotted and replaced, new fluids, etc.

The car overheats when stopped or making frequent stops even in the winter. I have been told it could possibly be a temp sensor or a fan relay. Was wondering if anyone else has had this problem? Is there a way to test either? The fan does operate or turn on once the car gets in the Hot range but not before that.

Please help with any advice.

I had a similar problem on a ford truck turns out everything was ok the guage was not reading properly attach a mechanical temp guage so u can see exactly when the fan is kicking on let me no if I can help

I keep searching and thinking it is the coolant temp sensor or the fan relay in the fuse box?

Coolant is fine and water level is fine. I do recall when the water pump was changed there was allot of rust in the system? Could this cause a blockage?

To flush the system remove the thermostat reinstall the thermostat housing disconnect the top rad hose and take the rad cap off start the engine put a garden hose in the rad and as the water pump emptys the cooling system keep refilling it with the garden hose this will remove pretty much all the crap in your system. It could be the cooling temp sensor should only be around 15$ to replace if the fan is coming on then the relay is ok
