What is a GEM Module and where is it located?

It controls wipers, and lighting and is under the heater case in the center of the dashboard on the floor, removal of some trim is all that is neccessary. Should be white.

However takes a dealer to replace it, as the old one has information the new module needs and only dealer level scan tools are I am aware of able to store and record this information
