2003 Ford Crown Victoria reseting dtc monitor

Hello,
I have a 03 Ford Crown Victoria which recently failed NC state inspection. The told me that 4 of the codes where not ready to be ready and 4 where and passed. The monitors which where not ready where as follows.
Catlyst, Evap, 02 sensor, and 02 Heater,
I have driven the car as they told me to for over 600 miles, highway and everyday and the it still says the same. Is there any way to reset the monitors so that it will be ready for reading?

take the vehicle to a good autoparts store (autozone etc.) have them turn off the MIL .. and then then drive the vehicle around as normal for around 40 miles... if the light does not reappear .. test is complete .. if the light reappears have it read again at autostore .. most do this free .. and repost with the codes
