You can't reach it from the top. Jack up the car. Crawl under on your back while centered between the front wheels. Look up between the catalytic converter and the front of the engine and you will see the pcv valve about 10 inches up and out of reach. You will see the big end of pcv valve pluged into the engine, and a black rubber tube in the smaller end. The Ford manual says you have to take off the catalyitic converter to change the pcv valve. Fine Ford engineering at work here! I struggled for an hour to change it using real long pliers. But I think I broke the connector of a sensor that is right nearby and in the way. So I would suggest just leaving the pcv valve alone unless you know it is bad. Otherwise, if you take off the catalytic converter, all the rusty bolts will probably strip or break and then you have a bigger repair problem.
