Will it eventually start? Like if you turn the key off and then retry a few times? If so, do this. On a morning that it won't start, try cycling the key on and back off 3 or 4 times and then try to start it. The fuel pump may be a little sluggish in real cold weather. That wouldn't necessarily explain the rain, though. What if it's NOT snowing or raining? Will it start just fine, then?
Just for info. Pumping the gas really doesn't do anything for it. It WILL, however, allow more AIR in the engine if it's spinning over while you floor it. Try that. Hold the pedal to the floor while you try to start it, instead of pumping it. See what difference that makes. It may be flooding due to the cold temperatures. The PCM reads the coolant temp so it will know how much fuel to push through the injectors. If it's getting TOO much fuel, it won't start. Holding the throttle open will sometimes allow enough air through to match the amount of fuel and then it'll start. Try that and repost. I'll be waiting to try to help you get it going.
