Fan won't engage, vehicle overheats when not on highway

I started having an issue with my 98 Lincoln Mark VII where the car would overheat whenever I am not on the highway and am just traveling in city streets. It seems that the radiator fan is not turning on. What would be my first steps for diagnosis. I'm assuming it's most likely a relay or connection issue, but I am unfamiliar with the location of the fan relay.

Don't be so quick to assume things.

The fan is operated by an electronic module called a Variable load control module and may require some high tech equipment to diagnose.
