Fan noise when car is turned off

When the engine is turned off I can hear a noise that sounds like a fan running. I checked the 2 fans on the radiator and they are not running. The noise is coming from area in the front of the engine. I would appropriate any help or ideas you can give me.

I have the same problem. I have discovered that if I pull the engine control fuse 2 15-A the noise stops. If I try to turn on the car without the fuse in the engine wont start. Could this be a valve or an issue with the fuel pump? Please help!

Diagram shows what are the components linked to this fuse. I don;t see any problem why you can't start as the list does not indicate any reference to engine control.

What could the noise be then? Because it seems to be an electrical problem. Will it kill the battery? I am not sure if I should keep the fuse in and let it continue whatever it's doing when the car is off.

You need to locate the source of the noise and find out which component is causing it.
It could be a motor, relay or solenoid.
If possible, get a scan done to check for trouble codes. Take note that scan tool must have all control system diagnostic capabilities, normal code readers would not work.

Keeping the fuse in and if it is a motor running, it would definitely drain the battery.
