I can hear a fan noise. This noise can happen when AC is off or on. So I am sure it is not the AC fan. I need your help.

Where do you hear the noise? Inside the car or outside? If it is the cooling fan on the radiator and it is staying on even with a cold engine it could be a faulty coolant temperature sending unit, bad fan controller or faulty fan relay. To actually test them and determine where the fault is you need a scan tool that can read the live data from the sensors and that can activate the fan control relay.
