To start, either fuel or spark must be missing. The easiest way I have found to determine which is the problem is to see if it will start for a couple seconds using starting fluid. If it does, then it is a fuel related issue. If it does not then check for spark to the plugs.

Next, if there is no spark or fuel, check the EEC relay in the power distribution box under the hood. Switch it with one with the same part number.
