Engine oil cooler, milky engine oil

My car isn't overheating and hasn't ever and does not run poorly. Any other than I had my water low light came on and I added maybe a half a 2 liter bottle and maybe a mile or so same thing and it never overheated. So I go home raise hood check water and it's low same not a lot but half of a 2 liter. So I checked the oil and noticed that it was milky does this mean my engine oil cooler is bad or worse than that?

Hi,

It is very possible that this is you issue. However, it could still be the head gasket. Just because it is not overheating doesn't mean it is not going to overheat. I would suggest performing a head gasket test, guide below, just to make sure it is not a head gasket. If it is not, then the oil cooler would be the next likely cause.
