Disturbing the engine timing the vehicle cannot start

Water went into the fuel system. I removed the fuel tank and fuel pressure pump from the engine and cleaned both. After fitting both back onto the vehicle without disturbing the engine timing the vehicle cannot start. The check engine light appear on the indicator panel. I want to know the reset procedure without using a code scanner.

When you turn the key to the on position without cranking the engine over can you hear the fuel pump run in the tank for 5 seconds?

How did water get into the tank? Vandalism? High water?

No way to shut the light off without a scan tool. Scan the computer and see what code(s) are causing the light to be on. As the engine isn't starting it could be that there are more problems than just the water in the tank.
