Headlights flash

My truck runs and drives but the headlights flash. I also have no turn signals or windshield wipers because of it. I have looked at relay fuses because there is a ticking underneath fuse box. I do not know a lot about vehicles but I have tried everything I can think of and then some. Thanks!

OK, you have no turn signals, do the Hazard lights work? Do the headlights flash on both high and low beam?
Check fuse 11, fuse 13 in the power center under the hood. If both are OK verify that the ground on the firewall drivers side is good for all the attached wires.

If that checks out OK the most likely item is a failing front control module.
It controls all of those items. It's a part of the integrated power module AKA, smart fuse box. Used/salvage or dealer are pretty much the options.
