The mistake is that diagnostic fault codes never say to replace parts or that they're bad. They only indicate the circuit or system that needs further diagnosis. Half of the time there is a wiring problem, corroded connector terminal, or something like that. In this case there is no way the Engine Computer can run self-tests on a mechanical valve. The fault code has to do with the sensor on top of the valve or the computer saw insufficient flow. Those are the things that have to be diagnosed. There are over a dozen potential EGR fault codes and they all mean different things and have different diagnostic procedures.
