DTC P2004 Intake Runner Stuck Open

The arm that should move the flaps in the intake it does nothing, yesterday I applied vacuum to it and it went down and it held vacuum. There are two solenoids on the intake for the actuator one is IMRC and the other one is IMTV the IMRC is the one that mainly controls the arm for the flaps, bur there is vacuum going in but none coming out I swapped them because they are the same but they would not work that way, the plug on the IMRC solenoid has 12v going in also. Does any one know why there would not be any vacuum coming out to run the arm Thank you

The isn't going to be any vacuum coming until the solenoid is activated by the PCM. You can test it with the engine running by applying ground to the wire that doesn't have power. You'll have to unplug it to find the correct wire as they will both read power when plugged in. Once you determine which wire isn't powered, plug it back in.
